IPS officer’s brother among 3 militants killed in Shopian encounter

Srinagar, Jan 22: An IPS officer’s brother was reportedly among three militants killed in a fierce encounter that ensued after security forces launched a Cordon and Search Operation (CASO) in south Kashmir district of Shopian on Tuesday.

An Army official told UNI that following specific information about presence of militants in an orchard at Hafshermal in Shopian district, troops of Rashtriya Rifles (RR), Special Operation Group (SGO) of Jammu and Kashmir police and CRPF launched a joint search operation this morning.

However, he said when the security forces were moving towards the area in the orchard, militants hiding inside a hideout, fired at them with automatic weapons. 

“Security forces retaliated ensuing in an encounter, he said, adding additional security forces were rushed to further seal the entire area to foil any attempt by militants to escape.

Official sources said that three militants were killed in the exchange of fire. “The operation was still going on when the reports last came in,” they added.

Government penal for Medical colleges

The Governor administration is keen to make the five new Medical colleges functional at an earliest. In this connection the administration has constituted a penal of officers and experts to ensure that the construction work and the functioning of these Medical colleges be carried out without any  obstruction. The penal has been constituted to have close coordination between the different departments for the construction of infrastructure, so that the teaching process starts in these medical colleges. The penal has been directed to take a review of all the matters related to these colleges. In order to expedite the construction work, the Governor administration has announced to encourage all those engineers, construction companies and contractors, who will show extra ordinary functioning. The administration has also announced to reward all those companies, whocompletesthe construction work before the stipulated date. This shows that Governor-administration   is giving top priority for providing better medical facilities to its citizens.

 The union government had sanctioned five Medical colleges way back in 2014 but the delaying tactics has made the function of these Medical colleges a dream for the common man. With these new five Medical colleges, the number of the Medical colleges in the state will go to seven, which would revolutionise the medical sector in the state. So far as the construction of three Medical colleges is concerned, the deadline for the completion of theAnantnag, Rajouri and Kathua Medical colleges has been earmarked 2019 while as for the Medical College Doda, it has been fixed for 2021-22. The construction work of Medical College Kathua is going on and it is expected that the college would be made functional in October 2019 and first batch of students could get admission in the same year. The pace of construction of Rajouri Medical College has been accelerated and its completion is also expected in 2019 and the admission for the college is also expected in the same year. So far as the construction of Doda Medical College is concerned, its construction got delayed as the process of acquisition of the land for this Medical College was started late as the clearing bottlenecks for acquisition took much time. The delay in the construction of these Medical colleges has raised a question mark on the completion on the functioning of the state government. Now the Governor administration has announced measures to expedite the construction work of these medical colleges and it is expected that the pace of work on these medical colleges would be accelerated, so that it can function in near future, so that the best medical facilities can be provided to the people of the state, particularly in the far flung areas of the state.

Preventive detention cannot be used as an instrument to keep a person in perpetual custody without trial: HC

Srinagar, jan. 22: Vacation Judge of J&K High Court Srinagar Wing Justice Sanjeev Kiumar while quashing PSA of Bilal Ahmad Bhat son of Mohd Maqbool Bhat resident of Drusso Jageer Rafiabad Sopore District Baramulla holds that The preventive detention involves the detaining of a person without trial in order to prevent him from committing certain types of offences. But such detention cannot be made a substitute for the ordinary law and absolve the investigating authorities of their normal functions of investigating the crimes which the detenu may have committed. After all, the preventive detention cannot be used as an instrument to keep a person in perpetual custody without trial.
