IPS officer’s brother among 3 militants killed in Shopian encounter

Srinagar, Jan 22: An IPS officer’s brother was reportedly among three militants killed in a fierce encounter that ensued after security forces launched a Cordon and Search Operation (CASO) in south Kashmir district of Shopian on Tuesday.

An Army official told UNI that following specific information about presence of militants in an orchard at Hafshermal in Shopian district, troops of Rashtriya Rifles (RR), Special Operation Group (SGO) of Jammu and Kashmir police and CRPF launched a joint search operation this morning.

However, he said when the security forces were moving towards the area in the orchard, militants hiding inside a hideout, fired at them with automatic weapons. 

“Security forces retaliated ensuing in an encounter, he said, adding additional security forces were rushed to further seal the entire area to foil any attempt by militants to escape.

Official sources said that three militants were killed in the exchange of fire. “The operation was still going on when the reports last came in,” they added.

Zulfkar addresses ration dealers’ convention at Doda, Kishtwar

Jammu,Feb 17 | Minister for Food, Civil Supplies & Consumer Affairs and Tribal Affairs Chowdhary Zulfkar Ali said that the government has enhanced BPL quota in the state by 200 per cent and increased the availability of ration enormously since the implementation of National Food Security Act (NFSA).

Addressing a convention of ration dealers of Ramban, Doda and Kishtwar here, the Minister informed that after the implementation of NSFA, the supply of ration increased from 7.5 lakh MT to 12 lakh MT, besides enhancement in BPL quota from 26 lakh to 74 lakh in the state.

He further informed that BPL households in Doda have been increased from 47,719 to 2,63,447 and the quantum of ration has been raised to 32,000 quintal from existing 27,000 quintal.

Vice Chairman Gujjar and Bhakerwal Development Board Gulzar Ahmed Khatana, MLA Doda Shakti Raj Parihar, Secretary Gujjar Advisory Board Mukhtar Ahmed, Director FCS&CA R.A Inqalabi, Director Tribal Affairs Rafi Poswal, Controller Legal Metrology R.K Katoch, DDC Doda Bhawani Rakwal, SSP Shabir Ahmed Khatana and other officers of the department were present in the meeting.

While interacting with the ration dealers of Doda, the Minister gathered firsthand information about the availability and distribution of ration in the district. They apprised him about the problems being faced by them pertaining to enhancement in carriage charges and commission, besides clearance of pending liabilities.

Stressing that ration dealers are the face of the department, the Minister said the government can’t implement its policies on ground without their active involvement.

Later in the day, the Minister reviewed the progress on mega projects under execution in Kishtwar and interacted with the officers of the department in two separate meetings held at New DC Office Complex, Kishwtar.

MLA Inderwal G.M Saroori, MLC Firdous Ahmed Tak, DDC Kishwtar Angrez Singh Rana, SSP Abrar Chowdhary and other officers of district administration were present in the meetings.

The Deputy Commissioner, Kishtwar Angrez Singh Rana informed the Minister about the physical and financial status of the development projects under execution in the district.

While addressing the meeting, the Minister directed the officers to finish the pending works within a stipulated time frame and asked them to deliver their best in an accountable, fair and transparent manner.

Related to development of tribal community, the Minister directed DC, Kishtwar to identify land for construction of Eklavya Residential Model School in the district and said that funds to the tune of Rs. 16 crore would be released for the construction of the same.

He further asked the administration to identify 3-4 kanals of land in Kishtwar town for construction of Gujjar Girls Hostel and finish the work on Chatroo Gujjar Hostel by the end of March, 2018.

He directed the Deputy Commissioner to prepare an Integrated Tribal Development Project (ITDP) covering all aspects related to basic amenities including education, healthcare, power, water supply and ration in the district.

The Minister said that Rs. 1.27 crore would be released shortly for 10,000 biomass cooking stoves for distribution among tribal community and said that the quantum of ration would be increased by 50 per cent for the people living in Marwah, Dachhan and Padder.

He also directed SSP Kishtwar to check the availability of food grains and its distribution in far flung areas of Marwah, Warwan, Dachhan and intimate DC from time to time so to keep a check on black marketing.

Zulfkar asks FCS&CA Depttto utilize SRTC fleet for transportation of food-grains

Minister for Food, Civil Supplies and Consumers Affairs (FCS&CA) & Tribal Affairs, Chowdhary Zulfkar Ali, today asked the department to utilize the fleet of Jammu and Kashmir State Road Transport Corporation (JKSRTC) for transportation of food grains from FCI depots to departmental godowns across the state. The Minister said this during a meeting held with the officers of JKSRTC and FCS&CA department to discuss issues related to transportation of food grains in the State. Vice Chairman, JKSRTC, Haji Parvez Ahmed, Commissioner Secretary FCS&CA, Mehraj-ud-Din Khan, Director FCS&CA, Jammu, Ch Rashid AzamInqalabi, Managing Director, JKSRTC Mir Afroz, Financial Advisor FCS&CA Zia Qazi, Assistant Director Trade & Store, representative of the Finance Department besides other senior functionaries of the concerned departments attended the meeting. During the meeting, the Minister was informed that 450 vehicles are available with the J&K SRTC. The Minister instructed JKSRTC authorities to provide adequate transportation with efficient, modern mechanisms including GPS so that real time location of the vehicles carrying food grains can be tracked. Ch Zulfkar stressed upon the officers to ensure cent percent procurement, lifting and distribution of food grains in all locations so that the consumers do not suffer on this account. He said the Government of India is strictly monitoring the distribution of ration online under NFSA and asked the department to ensure strict adherence to the timelines. The Minister directed Financial Advisor FCS&CA to project all pending liabilities of JKSTRC lying with the department for its early disposal. The Minister further directed to constitute a committee comprising Commissioner Secretary FCS&CA, Commissioner Secretary Finance, Secretary Transport, Director FCS&CA Jammu, Director FCS&CA Kashmir, Managing Director JK SRTC and General Manager Transport Department to prepare a Memorandum of Understanding (MoU) with terms and conditions for supplying of vehicle and freight charges in light of the Cabinet Decision and State Road Transport Corporation Act 1950. The Committee will be responsible to revise the freight rates strictly as per the distance and genuineness of the transportation facility and discuss all modalities for smooth lifting of food grains all over the state. The Committee shall submit the report within 20 days, he added. Meanwhile, the Minister also directed JKSRTC authorities to ensure full lifting of food grains for this month by April 13, 2018.

Preventive detention cannot be used as an instrument to keep a person in perpetual custody without trial: HC

Srinagar, jan. 22: Vacation Judge of J&K High Court Srinagar Wing Justice Sanjeev Kiumar while quashing PSA of Bilal Ahmad Bhat son of Mohd Maqbool Bhat resident of Drusso Jageer Rafiabad Sopore District Baramulla holds that The preventive detention involves the detaining of a person without trial in order to prevent him from committing certain types of offences. But such detention cannot be made a substitute for the ordinary law and absolve the investigating authorities of their normal functions of investigating the crimes which the detenu may have committed. After all, the preventive detention cannot be used as an instrument to keep a person in perpetual custody without trial.
