IPS officer’s brother among 3 militants killed in Shopian encounter

Srinagar, Jan 22: An IPS officer’s brother was reportedly among three militants killed in a fierce encounter that ensued after security forces launched a Cordon and Search Operation (CASO) in south Kashmir district of Shopian on Tuesday.

An Army official told UNI that following specific information about presence of militants in an orchard at Hafshermal in Shopian district, troops of Rashtriya Rifles (RR), Special Operation Group (SGO) of Jammu and Kashmir police and CRPF launched a joint search operation this morning.

However, he said when the security forces were moving towards the area in the orchard, militants hiding inside a hideout, fired at them with automatic weapons. 

“Security forces retaliated ensuing in an encounter, he said, adding additional security forces were rushed to further seal the entire area to foil any attempt by militants to escape.

Official sources said that three militants were killed in the exchange of fire. “The operation was still going on when the reports last came in,” they added.

Alarming rise in Drugs IN JK

The state of Jammu and Kashmir has witnessed a tremendous rise in drug abuse. Every day the news of drugs is heard from one or the other part of the state. Recently the police has recovered a large cache of drugs from the drug smugglers.  The border districts of the state have witnessed large rise in the smuggling of drugs. Though the police is taking serious action against the drug peddlers, yet this menace is going on. As per a report in the current year 569 Kg drugs have been seized so far, which is in addition to 5610 Kg poppy-straw.

Jammu Division of the state is becoming the epicentre of drugs and the youth are falling prey to it. The region is bordering to Punjab, Haryana and is connected with the international border, where from the smuggling of drugs is carried without any check.  Though the state police has launched “ Operation Sanjeevni “ to curb the menace of drugs in the division and has arrested 178 drug peddlers including 4 women. As per a report during the current year as many as 542 Drug smuggling cases have been registered so far in the state while as 667 persons have been arrested in the related cases. In Jammu district alone 137 drug smuggling cases have been registered in 2018 so far. It shows the increasing trend in drug abuse in the Jammu region.

 In the Kashmir valley the position of drug abuse has reached to an alarming situation. The youth of the valley is now falling prey to drugs. This has been due to the rise of militancy in the valley. According to media reports most drug abusers fall in the age group of 18-35 years and the patient flow at the police de-addiction centres is alarming as well. As per a report the female folk of the valley is sharply falling prey to drugs, which is an alarming situation. The parents of the children are worried about the increase in drugs, which has made their children truant from the homes. As per a media reportduring the last two months 8 minor girls have left their homes, keeping their parents in agony.It is high time to take steps to check this alarming rate of addiction in the valley. Besides other reasons the                                                                                            conflict, unemployment, relationship, family disputes and split families are the main reasons behind drug addiction in the valley.

 The government as well as the NGO’s need to pay their role in eliminating this menace. The youth should be educated against its ill-effects. If the effective measures are not taken against this menace, the day will be no longer when half of our population will be affected by this menace, which will be dangerous for the state and society as well.

Preventive detention cannot be used as an instrument to keep a person in perpetual custody without trial: HC

Srinagar, jan. 22: Vacation Judge of J&K High Court Srinagar Wing Justice Sanjeev Kiumar while quashing PSA of Bilal Ahmad Bhat son of Mohd Maqbool Bhat resident of Drusso Jageer Rafiabad Sopore District Baramulla holds that The preventive detention involves the detaining of a person without trial in order to prevent him from committing certain types of offences. But such detention cannot be made a substitute for the ordinary law and absolve the investigating authorities of their normal functions of investigating the crimes which the detenu may have committed. After all, the preventive detention cannot be used as an instrument to keep a person in perpetual custody without trial.
